As far as I can tell, this is a Turkey Vulture.
He was in the neighborhood feeling a little daffy.
According to the Turkey Vulture Society, the Turkey Vulture's primary form of defense is vomiting.
I'll admit I wish I could use that tactic every once in a while.

Hey, I thought I saw a bunch of them circling the Capitol on Wednesday. This morning they were circling George "macaca" Allen.
The vomiting defense...Didn't George Herbert Walker Bush use that once in Tokyo?
